Chuck Jenkins

Assessor of Property
Contact Chuck

Chuck has been Loudon County Assessor since September 2006 when County Commission appointed him to fill the unexpired term of Doyle Arp, who had just been elected county mayor. In August 2008, Chuck ran unopposed to win election to a full, four-year term.

Before coming to the County full-time, Chuck served two terms on County Commission while working as a public affairs specialist for Bechtel Jacobs Company in Oak Ridge. Chuck had been with the nation’s largest construction and engineering contractor since 1993, providing public affairs and community relations support to the Department of Energy's environmental cleanup projects across the country. Previously, Chuck lived and worked in the nation's capital, serving in the George H.W. Bush administration as a public affairs officer for Heath & Human Services Secretary Louis W. Sullivan, MD. Earlier, he had been chief speechwriter and publications editor at the Republican National Committee.

Chuck graduated from LCHS in 1978, from UT-Knoxville in 1983 where he earned a BA in Political Science, and attended graduate school at the George Washington University studying comparative government. He is married to Kim (Flanagan), also a Loudon County native, and they have two teenage daughters, Taylor and Tori.

Chuck is active in community affairs, serving on the Boards of the Boys & Girls Club of Loudon County, the Loudon County Health Education Alliance (HEAL), the Leadership Loudon County Alumni, and the Lenoir City Centennial Committee. The Jenkins family are member of Crossroads Church of the Nazarene.


Jane Smith

Chief Deputy Re-Appraisal Coordinator

Jane is a 19-year veteran of the Office of the Assessor, having joined the staff in 1989. Her responsibilities include collecting sales data and cost information to update the county’s land and improvement values for the reappraisal year. She writes the Reappraisal Plan for state review and approval and visually inspects every county property before the quadrennial reappraisal.

She interacts with the state Comptroller’s office, preparing quarterly reappraisal and other status reports. She measures and lists new construction, prices new subdivisions, calculates rollback taxes for Greenbelt properties, approves change orders, and defends appraisals/reappraisals before the Board of Appeals.

Jane earned her Bachelor of Science degree from Tennessee Wesleyan College in 1985. She and her husband Bill have one daughter Katie, who is enrolled at TWC.


Carolyn Harper

Chief Deputy for Geographic Information Systems

Carolyn is a 30-plus year veteran of Loudon County government. Following two decades in the office of the Circuit Court Clerk, including tenure as Chief Deputy, Carolyn’s career in the Assessor’s office tracks the development of the county’s groundbreaking GIS program. Using the latest in GIS technology, Carolyn “plots” all maps, deeds, and plats; locates property for taxation purposes; assigns new property identification numbers; and creates/updates property cards for new parcels and parcel splits. She also assists developers, builders, surveyors, realtors, and others with mapping-related requests, such as hard copy and digital map files containing parcel data, ortho-photography, and topographic information.

As a participant and coordinator for the Loudon County GIS Board, Carolyn assists in the development and implementation of Board policy and advises member agencies on GIS-related issues.

Carolyn and husband Tim are life-long Loudon residents and graduates of Loudon High School. They are proud parents of twin daughters, Marian and Jessica.


Kay Arp

Property Sales & Transfers Clerk

Kay joined the Assessor’s office in 1998 after several years in banking. Her work for the Assessor has included Real Property data entry, Tangible Personal Property assessments, and mapping support.

Her current responsibilities include reviewing warranty deeds and recording change of ownership records and sales information; mailing sales questionnaires; assisting callers and customers with ownership and sales information; and processing tax bill change orders.

Kay is married to Doyle Arp. She has two sons, Perry and Lee; three stepchildren, Rick, Ronnie, and Rebecca; and four step grandchildren, R.T., Alex, Ellie and Randy.


Karen Bishop

Database Administrator

Karen has worked for the Assessor since September 1999. Her duties include “keying” all new owner changes to parcels, property splits, changes to existing land and improvements, new structures, relocated structures, new subdivisions, greenbelt applications and correspondence.

The Loudon County database is networked with the state Comptroller of the Treasury, meaning Karen must also routinely monitor file maintenance performed in Nashville on county properties.

Born and raised in Loudon, Karen and her husband Bill have a son Jason and daughter-in-law Sheryl, daughter Robin and son-in-law Ryan, son Billy, and 2 grandsons, Justin and Chad.


Jim Brewster

Measurer & Lister

Jim has worked in the office of the Assessor since 2003, following a career with Gemtron Corp. in Sweetwater and Clarksville, TN. Jim makes up the other half of the field appraisal team, assisting Jane with re-appraisal tasks and measuring new construction. He maintains a list of all building permits issued by the county, as well as by the cities of Loudon and Lenoir City, and tracks the list for completions. He also keeps a current listing for all mobile home parks and updates it annually.

In addition to field work, Jim is familiar with all office operations and assists with walk-in and phone requests as needed. Jim and his wife Kim reside in Loudon. He has two children and a step-son.


Sharon Silvey

Personal Property Tax Clerk

Sharon is the newest addition to the Assessor’s staff but is no stranger to county government. Before joining our team in February 2005, Sharon worked for the County Court Clerk.

The Property Clerk mails every business in Loudon County a personal property schedule, then desk audits each returned schedule and keys it into the database. One very important responsibility is the discovery of new businesses that are not in the database. These “discoveries” are filed and submitted to state audit. Sharon also tracks all large accounts ($100,000 or more in assets) audits conducted by an outside contractor on the county’s behalf.

Sharon and husband Jeff Silvey are life-long Loudon residents. They have three sons and two grandchildren.
